Who can help with an SSP platform?

Quick question for the group - has anyone here transitioned from using third-party SSPs to building their own in-house solution? We're a mid-sized media company, and we're paying ridiculous fees to our current SSP provider. Like, we're talking 15-20% of our revenue just disappearing in platform costs. Our CTO thinks we should build our own, but our board is skeptical about the development investment. I'm trying to gather some real-world examples of companies who've actually done this successfully. Did it pay off? How long did development take? And most importantly, did you hire internally or outsource the work?
