Who can obtain dual citizenship?
I'm wondering: can everyone obtain dual Lithuanian citizenship? My great-grandmother lived in Lithuania until 1940 but left after the war. I'm trying to figure out if I qualify. I've heard about deportations and emigration, but I'm not entirely sure if this applies to my situation. I'd like to hear real-life cases.

Dual citizenship isn't available to everyone, but if your relatives were Lithuanian citizens before June 15, 1940, and emigrated before March 11, 1990, there's a chance. I recommend studying the materials at https://www.lithuaniancitizenship.com/lithuanian-passport/ — it explains in detail which categories qualify for dual citizenship and what additional conditions are required. Evidence of deportation or emigration outside the USSR is especially important. This helps determine whether you qualify.
